John Barrowman already has a role within the Whoniverse, not to mention that same role has given him a series of his own within that universe. Christopher Eccleston played the 9th doctor, and I don't think they'd go back to another actor to play the role again. John Simm played the Doctor's arch nemesis, so seeing him in the role of the Doctor might not go over so well, since it was so recent.

As for some of the others, I can't see Hugh Grant wanting a tv series, even one as popular as Doctor Who. The same goes for many of the others.

Whoever does get the role, has some big shoes to fill, and if the series is to keep it's fan base and possibly expand it, it has to be someone really good.
